JOB SUMMARY :

We are looking for a Finance Manager who will direct and manage multiple operations related to Conventional, Marine And Rental services. As the Finance Manager for Conventional, Marine, and Rental, you will play a key role in managing and overseeing the financial operations within these specialized sectors. Your primary responsibilities include financial planning, budgeting, analysis, and reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

1. Financial Operation

  • Co-ordinate, consolidate, review, finalize, and approve Westports’ Conventional section’s financial performance and position for adoption on a monthly, quarterly, and annual basis by understanding internal management, operation, and business direction, latest changes in approved accounting standards and industrial practices, reviewing historical trending and variance analysis.
  • Direct, develop, and maintain financial reporting systems, policies, processes, and procedures to ensure timely, reliable, and accurate reporting of financial numbers on day to day basis by understanding internal business operating models, operating risks, processes, policies, procedures, control principles, etc
  • Responsible for vendors’ invoicing and arranging for payment processing and driving resource efficiency in these areas.
  • Responsible to drive digitalization to achieve touch-less financial close
  • Lead and set annual division goals and objectives for the team. Develop, coach, and counsel team members on an ad-hoc and annual basis by understanding their development points, training needs, and career development plans.
  • Perform financial analysis, budgeting, reporting, and management task.
  • Comply with LPK by-law, regulatory requirements
  • Create and maintain good rapport with internal and external customers.

2. Contract Management 

  • Monitor and manage contract terms, pricing, and market comparison. 
  • Manage and analyze contracts to ensure the finance terms are favorable to cost management directives and incorporate value-added service. 
  • Ensure that there is a variety of reputable vendors registered in the system to support conventional operations. 
  • Monitor subtenant compliance with contracts for landed clients. Verify agreements with landed customers and suppliers.

3. Cost Management

  • Ensure that the expenses are 10% below the budgeted amount based on the current volume.
  • Manage monthly reports on current spending and make sure they are submitted for review within the timeline. (e.g.: P&L, BS, and BPR based on volume)
  • Control and monitor all OPEX and conventional finance procurement activities.

4. Billing

  • Identify tax incentives and programs by the Government and GLC that the company can participate in to reduce overall costs.
  • Develop an action plan with the respective PICs in the department to put in place programs that can maximize tax returns.
  • Monitor legislative and regulatory tax law development and create strategies to capitalize on changes to taxation legislation.

5. Financial Reporting 

  • Control and evaluate budget usage
  • Advise operations and management of prospective cost increases and a decline in revenue. 
  • Establish the upcoming year's budget.
  • Conduct a study on disruption to finance due to volume, which is impacted by routes, materials (supply vs demand), regulatory, and market/economic conditions. 

SKILLS AND REQUIREMENTS :

  • Degree in Finance and related studies. 
  • Minimum of 5 years of working experience in a similar capacity.
  • MIA membership/ Chartered Accountants or equivalent qualifications (ICAEW, ACCA, CA, MICPA, etc).
  • 3 years of Audit Experience, Big 4 experience is an added advantage
  • Able to work independently.
  • Experienced in finance automation.
  • Good business acumen
  • Comfortable to be in a leadership role, able to drive change.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  1. To administer the procurement processes (RFQ/RFT/RFA) for CAPEX and Maintenance projects; and achieve completeness within the KPI.
  2. Monitor the preparation of the Tender documents within the KPI after approval at the TSC for CAPEX projects.
  3. Managing the sourcing process for the potential Vendors for the Tender processes.
  4. To liaise with the Process Owner on the preparation of the Tender Document and arrangement of tender briefing & site visit.
  5. Managing the creation of the RFQ/RFT/RFA in the Procurement system and providing necessary assistance to the Vendor during the submission processes.
  6. Preparation of the progress report for each project sent for Tender processes.

  10. Liaison person to the Legal Department for the process of Letter of Award and Service Agreement.
  11. Managing new Vendor registration processes; from compiling the documents for the prequalification process, notifying and following up for Technical and Financial evaluation, and notifying the status of registration of the Vendor.
  12. To prepare and manage Vendor database for annual review.
  13. Monitor and identify any enhancement to the current process flow for the tender process.
  14. Assisting in managing staff under the procurement division on tender-related matters.
  15. Commenting on enhancement for automation under the current tender process flow.

SKILLS AND REQUIREMENTS :

  • At least a degree holder and 3 years of experience in project administration. 
  • Excellent written and verbal communication.

POSITION : EXECUTIVE

Key Responsibilities :

  • To adhere to SOPs and ensure safe practice of navigation at all times as per SOPs.
  • To ensure all vessels boarded fifteen minutes before the vessel booking time.
  • To monitor marine contractor performance and to report performance to Duty Pilot on every shift i.e. Tug boats, Pilot boats, and Mooring Gangs.

Requirements :

  • Possess a valid Certificate of Competency of Master Foreign Going Ship (or Class1) or Possess a valid Certificate of Competency of Chief Mate of Foreign Going Ship more than 300 Gt (or Class2) or Certificate of Competency of Foreign Going (Class 3).
  • Possess at least a minimum of 12 months of experience on board Foreign Going vessels as WKO ( Watch Keeping Officers).
  • Knowledge and understanding of safety standards.
  • Compliance with statutory requirements i.e. pilotage by-laws governed by Malaysian Port Authority.
  • Knowledge of transmission, broadcasting, switching, control, and operation of telecommunications systems.
  • Expert knowledge of navigation features of the port i.e. depth of water, currents, tides, winds, peculiarities of the various berths, channel widths, the vessel pilot information system, and the different characteristics of each type of vessel.

POSITION : MANAGER

JOB SUMMARY :

We are looking for a Tax Manager who will direct and manage multiple operations related to taxes and deliver tax services.

As a Tax Manager, your primary responsibility is to manage specific tax-related functions in addition to compliance-related activities, tax strategy and administers tax affairs to comply with government tax laws. You should report monthly and quarterly tax preparation. In addition to this, you should also provide a reconciliation of a company’s condition for income tax.

KEY RESPONSIBILITY :

1. Tax Compliance

  • To ensure complete compliance with tax following ITA 1967 including but not limited to the following;
    • Annual Tax Submission for the holding, subsidiary, and associated companies
    • Annual Tax Estimates for the holding, subsidiary, and associated companies
    • Monthly Tax Installment Payment for the holding, subsidiary, and associated companies

2. Tax Management

  • Accurate declaration of filing returns and all tax requirements in a timely and quality manner. Improve year-end/quarter tax reporting process.
  • Proactive and centralized collaboration to ensure full GST / SST / WHT compliance. Making tax payments, producing and submitting information to authorities on time and in required formats.
  • Design and develop new processes related to treasury & tax with the use of formularized worksheets/technology/cloud documents. Share knowledge on tax/work improvement in the company for each quarter.

3. Tax Advisory

  • Review and advise on related party transactions and transfer pricing issues
  • Review and advise on tax incentives applicable to the companies
  • Review and advise on the tax structure for the Group
  • Review and advise on tax implication of any transactions within the Group inclusive of SST, import duty, direct, indirect in relation to ITA 1967 and Employment Tax. 

4. Tax Analysis and Forecasting

  • Conduct tax planning and budgeting for every incoming quarter.
  • Conduct analysis on variances and identify the root cause
  • Conduct monthly tax audit
  • Provide an action plan to mitigate tax costs and check for potential penalties.
  • Assist in money market placement for higher returns and lower fees.

5. Regulatory Affairs

  • Identify tax incentives and programs by the Government and GLC that the company can participate in to reduce overall costs.
  • Develop an action plan with the respective PICs in the department to put in place programs that can maximize tax returns.
  • Monitor legislative and regulatory tax law development and create strategies to capitalize on changes to taxation legislation.

REQUIREMENTS :

  • Ability to assist and establish specific maintenance procedures, inspection schedules, and maintenance work schedules for Westports entire HV and MV Substations. Ability to read control circuit diagrams and carry out troubleshooting works accordingly with minimum supervision.
  • Responsible to ensure that all facility/maintenance systems meet the statutory regulations, environmental and safety standard
  • To provide technical support to other technical staff on electrical-related issues and coordinate with other technical team members
  • Plans directs, and coordinates activities concerned with the installation, modification, maintenance, and troubleshooting of electrical systems, equipment, and other building services within the port
  • Conduct periodical inspections on all electrical services and equipment in the mall as well as initiate preventive maintenance to prevent or minimize breakdown and power failure. Ability to carry out fault analysis from the test results and oil analysis report.
  • Ensure that all laws and  ST regulations related to electrical systems and installation are complied with.

JOB SUMMARY :

The primary role will be to ensure to plan and execute effective preventive maintenance for all the Rubber Tyre Gantry (RTG). To provide supervision and technical expertise to technicians and supervisors to maintain the reliability of the machines.  The PPM Engineer will work closely with the Senior Engineer to ensure smooth operations, and efficient maintenance and to provide sufficient availability to operations to cater to the demand.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Ensure RTG equipment availability is within 5% for maintenance-related issues at all shifts to cater to operational demand.
  • RTG availability should be at 185 units / shift to cater to operational demand.
  • Ensure the equipment reliability is at 100% at all times with minimal breakdown after Plan Preventive Maintenance.
  • MMBF KPI has been set at a minimum of 2000 monthly and is to be maintained or improved further.

  • To ensure effective schedule waste management at CT7 workshops with proper storage and cleanliness in the workshop areas. There shall be no NCRs issued by internal to external parties during audits.
  • There shall be no oil spillage incident in workshop areas at CT7 and all oil traps has to be audited and maintained accordingly. Follow up with the Engineering team on any defects on the oil trap or other compliance and to be reported to the respective PICs.
  • DOSH inspection follow-ups on equipment and workshop tools to ensure zero NCR issues during the audit. All equipment should comply with PMA certification and be displayed on the relevant equipment.
  • Effective manpower management to ensure supervisors and technicians are effectively deployed and utilized with optimization.
  • To be responsible to maintain all safety aspects of individuals and staff at all times and ensure zero accident cases while working at equipment and workshop areas.
  • To ensure effective team management by looking at the welfare of the staff and solving 90% of their work-related problems.

  • Conduct physical inspections of facilities and equipment to ensure adherence to regulatory requirements.
  • Review standard operating procedures (SOP) and processes.
  • Ensure compliance with relevant energy regulations and acts, including key interactions with authorities and agencies.
  • Prepare scorecards to track the company's progress in energy management.

2. Energy-Saving Strategies

  • Implement energy benchmarking, consumption reduction measures, cost-saving initiatives, and greenhouse gas emission reduction strategies.
  • Continuously monitor and verify energy flows.
  • Set goals for energy-saving projects and report progress to management and investors.

3. Utility Budget

  • Develop an annual budget for energy consumption.
  • Estimate projected energy savings and calculate current energy and utilities costs.

4. Project Management

  • Propose and lead initiatives aimed at reducing the carbon footprint.
  • Regularly review and set targets for carbon footprint reduction.
  • Take the lead on sustainability projects.
  • Conduct research and prepare whitepapers on energy and fuel usage in the port.

5. Technology

  • Engage in research and development related to the implementation of green technologies, such as solar and wind power, in port operations and logistics.
  • Explore innovative approaches to energy consumption and management.

6. Employee Engagement

  • Organize workshops, training sessions, and communication efforts to educate employees and vendors about energy management and sustainability.

Requirements :

  • Professional engineer status with 3 to 5 years of experience in energy project management, or possess a degree in Science, Engineering, or Architecture.
  • Hold a certificate of competency as an Electrical Services Engineer or as a Competent Electrical Engineer in accordance with the Electricity Regulations 1994.
  • Be a Registered Electrical Engineer Manager (REEM) [ST].
  • Possess a strong working knowledge of energy utility systems.
  • Demonstrate proficiency in Microsoft Office, Excel, and PowerPoint.
  • Have strong quantitative and technical skills related to facilities and equipment.
